William was a private marine 32nd (Portsmouth) who embarked for NSW aboard the ship 'Alexander' and served at Port Jackson in 1788 in the company of Captain James Meredith.
On 4 Mar 1790 William Baxter was sent to Norfolk Island aboard the ship 'Supply' and remained there until 5 Apr 1792, when he enlisted in the NSW Corps. On 11 Nov of that year a son by Mary Watts was baptised.
In Feb 1793 William was sent back to Norfolk Island. Mary did not accompany him and there is no evidence of any further association between the couple. In 1806 Mary was living with George Johnson and had two sons and a daughter.
Baxter served as a private on the island until Nov 1794, returning to Sydney aboard the ship 'Daedalus'.
On 14 Mar 1795 Baxter received 25 acres of a 225 acre grant to 13 persons at Field of Mars. Two years later he was discharged from the NSW Corps; on 28 May 1799 he received a grant of 60 acres at Bankstown and on 12 Mar 1800, as part of 160 due for a double tour of duty, 50 more acres. At mid 1802 he was recorded as holding 50 acres at Bankstown (ten cleared, two sown in wheat). He owned three hogs and appears to have been living alone.
On 1 Jun 1803 he was granted 80 acres at Evan. He sold this grant for £128 to Andrew Thompson shortly afterwards and appears to have sold most of his other holdings by this time. The 1806 muster of landholders showns him farming only 4 acres at Austin Creek, two of them in grain, the rest fallow, owning no animals, and subsisting himself, a woman and one child from the farm's produce.
In 1814 and again in 1822 William was recorded as a labourer of the Windsor district, and in 1825, was recorded as a pauper there.
