  Noted events in his life were:

• note. 362 On 5th Feb 1915 when Cecil was 15 Years of age he was accused of stealing a pair of boots valued at 8 shillings and eleven pence, He was remanded in custody for 1 week, on 12 Feb 1915 his case was adjourned for a further week on 20 Feb Cecil was certified under the Mental deficiency Act and said to be a defective.
He was then sent to a workhouse until he could be placed in an institution these notes were taken from the Wolverhampton Court records Number TMAG 1/10 Apr 1915.
It has been led to believe the reason for Cecil being housed in an institution was because his father refused to have him home after the court case.
