I think this is a family member anyway . 1861 census Wall under heywood entry 13 has Betsy daughter aged 2 baptised Rushbury of J/A Eastwall, labourer 1871 census Chelmick has Elizabeth aged 11. 1881 census has Elizabeth living with her mother at World's End Church Stretton aged 21. Job is given as seamstress. There was also an Elizabeth Seabury present at Fanny's wedding so this could have been her.
