Thomas Collins Sidmouth MUTTON was born on 27 Aug 1827 at Kelso, New South Wales, Australia. He married Isabella ARMSTRONG on 10 Jun 1850 at Oberon, New South Wales, Australia. He married Sarah Louisa PIKE on 5 Mar 1885 at House of John Fawcett, Tarana, New South Wales, Australia. He died on 9 Aug 1886 at at his property, 'Royals', Oberon, New South Wales, Australia, aged 58. He was baptised by the Reverend John Espy Keane of the Parish of Kelso on 2 March 1828. The father's occupation at the time of baptism was given as "overseer to Mr. Lowe". The given names Thomas Collins honoured the captain of the ship Elizabeth and Sidmouth was for the valley where the child was born.

Richard Mutton did not remain long as Lowe's overseer - a little more than twelve months. The reason for his resignation is not known but he might have felt that there was little future in being an overseer and decided that prospects would brighten if he resumed the trade of butcher. However Richard did not relinquish all ties with the area. Before leaving he purchased sheep, cattle and horses which he depastured on a government reserve on the Fish River. This stock he probably left in the care of William Tom.

By July 1828, Richard Mutton and his family were living in Sydney where they leased the butchery known as Thomas Smithers. No 22 George St., on the western side of George St. North, near Sydney Cove, was a butcher's shop for many years. An advertisement for town land sales appearing in the 1860s shows 22 George St. was still a butchery.
In August 1828, Richard appealed to Colonial Secretary:

Having at this present time a pressing need for a servant who has some knowledge of the trade of a Butcher I have taken the liberty of addressing myself to you hoping you will be kind enough to favor me with the loan of a Government Servant. Hoping this may meet with your approbation,

His request was granted. The Wesleyan Richard Mutton's shop was an example of religious tolerance. His clerk was Roman Catholic and of his two butchers one was Protestant and the other Jewish. The clerk was Edward Brennan, 34, who in 1818 arrived on the Isabella transported for seven years. The Jewish butcher, Samuel Hassen, 21, transported for life, was brought to the Colony on the Dolphin. Richard Mutton also employed a Protestant cook, William Cressal, a life transportee of Kent St., Sydney, who arrived on the Speke.
