They seemed to be servants in other people's households at a young age. I found the same thing with their sisters. Parents were both still alive through all of this.
William F Tolley moved around a bit in Wales & England before coming to Utah, USA about 1854. He was a witness to Samuel Tolley & Eliza Northey's wedding in 1853 at Kenwyn.

William married Sarah Warren in 1849 in South Molton, Devon England. (Sarah Warren was born in 1825.)
