Cecil was manager of a Ceylon tea plantation for many years.

Cecil married Edith Mildred Scrase Wellacott, daughter of William Thomas Wellacott and Ada Marion Baber Saxby, in 1918 in Ceylon. (Edith Mildred Scrase Wellacott was born on 10 Feb 1893 in Holsworthy, Devon England and died on 10 Jan 1990 in Barnstable, Devon England.)
