Francis Woodley was born at Bathurst in 1853, and after completing his education was engaged in general farm work under his father till 1876. He then followed the occupation of a carrier on the western road for seven years, and on the opening of the railway he turned his attention to agricultural pursuits, and purchased a large area of land. He had built his homestead on the freehold property, and grows both hay and wheat, besides running cattle.

Francis married Elizabeth Lewis, daughter of Joseph T. Lewis and Jane Noble, on 14 Feb 1878 in Fitzgerald Valley, near Dubbo, NSW Australia. (Elizabeth Lewis was born in 1859 in Bathurst, NSW Australia and died in 1941 in Dubbo, NSW Australia.)
