Rotund man with goatee beard and moustache, disciplinarian. Left Goulburn NSW to arrive in Perth in 1900. He took up public service as well as working as a Master Builder and served on the Perth City Council for many years becoming Mayor. He was in fact the last Mayor of Perth, becoming its first Lord Mayor when Perth was proclaimed a City. Had nine children and when his wife Alice passed away his daughter Emily (Kate) Franklin took on the role of Lady Mayoress at Civic functions.

James married Alice Mabel George on 30 Jun 1877 in Sydney, NSW Australia. (Alice Mabel George was born in 1858 in Goulburn, NSW Australia.)
